GENERAL POLICIES, RULES AND REGULATIONS

A. Policies
  1. All students, faculty and staff are required to wear their ID's and to log in before entering the library.
  2. Visitors are required to register and log in before entering the library.
  3. Researchers from other colleges and universities availing of the library collection will pay library use fee.
  4. Student may borrow a maximum of 3 books of different titles at one time for overnight use, and 2 hours for classroom use and photocopy.
  5. As a general rule, a book for overnight use is loaned from 3: 00 pm to 30 minutes before closing time and should be returned on or before 9:00 am the following class day.
  6. Library borrower's card is required in borrowing and returning of library materials both print and non-print.
  7. Library borrower's card is issued or old LBC is validated every semester upon presentation of student enrolment copy and a 1 x 1 picture.
  8. Photocopying of thesis is prohibited.
B. Loan Policy
  1. IFSU students may borrow a maximum of 3 books of different titles at one time for overnight. One hour and thirty minutes for classroom use.
  2. As a general rule, a book for overnight use is loaned from 3: 00 pm to 30 minutes before closing time and should be returned on or before 9 : 00 am the following class day.
  3. Graduate students may borrow three books of different titles from the graduate section any day during the week and should be returned until on or before 9am on a Saturday of the same week. Books returned after 9am is considered overdue. If book/s borrowed is not from the Graduate Section the general rule in borrowing applies.
  4. During summer term the general rule in borrowing and returning of books applies to graduate students.
  5. Faculty members who are enrolled in the Graduate Studies should borrow books the same way as graduate students do.
  6. Faculty members may borrow ten at a time, which are related to their official teaching load and should be returned on the agreed due date of the book. Failure to return on the due date is considered overdue.
  7. Faculty members who are enrolled in the Graduate School should borrow books the same way as Graduate students do.
  8. Fiction books can be borrowed for a maximum of 5 days.
  9. Other authorized users may avail of the library collection for room use only.
  10. Visitors from other colleges and universities availing of the library collection will pay the prescribed library use fee at the cashier's office.
C. Fines and Suspensions
Overdue materials are charged with overdue fines. Saturdays, Sundays and Holidays are not included in the computation of overdue fines. A borrower with overdue books or with standing obligation to the library will not be allowed to borrow unless all library accounts are settled. Collections are submitted to the cashier's office per semester.
Charges:
  • Overnight loan books: Php. 10.00 /book/day, PhP 1.00 /hour.
  • thirty minutes: PhP 1.00/book/hour.
D. Lost Books and Damaged Materials
  • The loss of a book that is on loan must be reported to the section where the book was charged out. A lost book must either be (a) paid according to the value determined by the library (b) replaced with a copy of the same book (c) replaced with different title upon the approval of the librarian. The amount paid for a lost and found book may be refunded within the immediate succeeding semester. After this period, no refund is allowed.

  • Library materials damaged by a user or borrower beyond normal usage must be replaced with the same title with additional cost or to be paid as determined by the librarian.
E. Lost Borrower's Card
  • A prescribed fee is charged for the replacement of lost borrower's card. Library borrower's card is non-transferable.
F. Security Control
  • Users entering the library may bring their things like bags and folders but are required to present their things to the exit control area for inspection before leaving the library.
G. Policy for Researchers from other Institutions
In the name of community service and interlibrary services, the University Library extends the use of its resources by accommodating students from other schools, colleges and universities, researchers from agencies and private individuals from Ifugao or neighboring municipalities. This privilege however is governed by some requirements and restrictions as follows:

1. For Student Researchers
  1. They should present a referral letter coming from their Librarian or his/her representative;
  2. They should present their I.D. and /or their Library Card.
  3. Use of library materials is limited to room use only.
  4. A library research fee will be collected from each student. Therefore, the student is advised to check first if the material they need is available in the library.
2. Other Researchers
  1. They should present a referral letter coming from their Librarian or his/her representative;
  2. They will be asked to pay the researchers fee at the cashier's office.
H. Restrictions
The librarian reserves the right to refuse or disapprove request for accommodation on the basis of the following:
  1. Non-compliance to the policies
  2. Misdemeanor on the part of the researcher
  3. The library is being utilized fully by IFSU populace
  4. When she dims it necessary
I. Rules and Regulations
  1. Students are expected to maintain silence at all times in the library premises. Violators are sent out immediately after two warnings or may be given penalty upon the discretion of the librarian.
  2. Eating, smoking, defacing library furniture, writing on the walls and tables and other forms of misbehavior are given sanctions.
  3. Writing on books, mutilating or tearing off pages of a book, vandalism and stealing any library material or property are major offenses. Violators shall be subjected to suspension or expulsion as the case may be and shall be fined as recommended by the Chief Librarian.
  4. Seats in the library should not be reserved. No library user is allowed to move the chairs from one table to another.
  5. The library staff has the right to ask users to leave the library if they are inappropriately dressed or are causing a disturbance.
  6. The following are required to secure library clearances:
    1. Faculty and staff who apply for leave of absence, retirement/resignation or separation from the College.
    2. Students who apply for honorable dismissal.
    3. Graduating students.
